The Syndic of the Chambre de la sécurité financière (“The Syndic”) decided to appeal a decision made by the Disciplinary Board of the Chambre de la sécurité financière (“The Board”) rejecting the complaints filed against Pascale Leclerc (“Leclerc”) and Noël Bonnici (“Bonnici”).
The Facts
In 2003, Leclerc met with the plaintiff to offer him advice regarding the investment of his liquid assets. The plaintiff explained that his retirement objectives had already been met, and that he was seeking an investment that would allow him to protect certain sums from creditors, while paying the least tax possible.
